III St. Petersburg International Cultural Forum is performed in accordance with the order of the government of the Russian Federation "On the organization and holding of the annual Saint-Petersburg International Cultural Forum" 30.07. 2013 № 1342-p and aimed at preservation and development of Russian culture, support of cultural initiatives at regional, federal and international levels, development of international cooperation in the area of culture.

Cultural Forum 2014 will be dedicated to the 250th anniversary of the State Hermitage and will open on the birthday of the great Museum - December 7.

III St. Petersburg International Cultural Forum concludes the Year of Culture in Russia and in its programme of events formulates and implements the basic ideas of the development of culture in the modern world. The center of this conceptualization should be the understanding of man as the subject, that creates culture and at the same is created by culture. The formula that became the name (and motto) of the Forum - "People. Culture. World" –conveys that idea. Culture reveals the bond between man and the world Modern times call the man to define his place and role. Outside of culture (if culture is rooting) this process is ghostly and baseless.

Today culture is not so much a cultural heritage or traditional values, as it is usually seen. Culture as a person's realization of identity becomes a key of the answer to all informational, economic and social challenges of modernity. Today it’s culture that ensures obtaining strategic advantages in the field of economic, social and cultural development, or in other circumstances it can be a destabilizing and inhibitory fact. Culture is a clot of anthropological factors that form the image of the a society, its competitiveness, intellectual and economic level.

Key events of the Forum will be the following:
- December 7th. Opening ceremony. Plenary meeting. Alexandrinsky theatre.
- December 7th. A ceremony to commemorate the 250th anniversary of the State Hermitage Museum. The State Hermitage Museum.
- December 9th. The final plenary meeting. Closing Ceremony. The Mariinsky Second Stage.

There will be 16 workshops operating at the Forum:
- "Cultural policy"
- "Theatre"
- "Music"
- "Museums and Local History"
- "Language and Literature"
- "Libraries"
- "Cinema"
- "Circus"
- "Traditional culture and popular art"
- "Choreography"
- "Fine Art"

Including 5 new workshops:
- "Science and Education within the Culture"
- "Philosophy of Culture"
- "Preservation and promotion of historical and cultural monuments"
- "Culture for urbans"
- "Media culture"


All workshops will be focused on implementation of a special-purpose programme "Increasing availability of cultural services to people with physical limitations". Guest of the opening and closing ceremonies will be representatives of the House of veterans of the stage and people with impaired vision. One of the special programs of the Forum, "the Lesson of Culture", will be designed for the students of the St. Petersburg schools.

St. Petersburg International Cultural Forum is a unique international platform for the annual meetings, for fruitful and open dialogue and experience exchange between experts in culture and cultural policy, government officials, politicians and businessmen, that discuss issues and trends in the modern world and Russian cultural life. Forum events provide excellent full-length interaction opportunities for experts, investors and potential partners, interested in the implementation of Federal and regional projects.

The Forum is a comfortable space for promotion of innovative ideas and projects in the Russian and international cultural context, cultural project launches and demonstration of the artistic achievements. Throughout the Forum there will be held discussions on topical issues of development and conservation of culture, development and implementation of state programmes in the area of culture, of funds and cultural organizations interested in cooperation with the Government of St. Petersburg and regions of Russia, launches of the most important cultural projects in St. Petersburg in 2014.

During the three days of the Forum, from 7th to 9th December 2014, there will be held the events in various formats on more than 30 venues: panel discussions, seminars, plenary meetings featuring government officials, regional Ministers of Culture and heads of the Departments of Culture. Discussions throughout the Forum will be attended by professionals and experts in culture, science and education, representatives of cultural institutions and organizationsю

An ambitious cultural programme is scheduled as part of the Forum. During the week the participants will attend theatrical and musical performances, exhibitions, concerts, literary soiree, launches of new art projects, exhibitional and theatrical projects.

Goals and objectives of the Forum:
- preservation and development of Russian culture, heritage and traditions of the nations and regions of Russia as an important strategic resource for the country's development;
- support for cultural initiatives at the regional, federal and international levels;
- development of an international cooperation in the field of culture;
- maintaining high prestige of Russian culture and its achievements, ensuring wide access for all social stratum;
- enhancement  of  the  role of the Russian language as an interlanguage and the role of Russian literature in the country and in the world;
- partnering for the evaluate and effective implementation of the developed government translation of Russian literature into foreign languages support programs;
- introducing the younger generation to the world and national culture;
- development of Russian and foreign cultural tourism with the purpose of engaging regional objects of culture-historical heritage in the tourist turnover;
- positioning of St. Petersburg as Russia's "cultural capital" and one of the world's centers of culture.
